Given the Nanoha films, there's no problem with loli fanservice in japanese theaters. I think they even showed Nanoha's nipples during her transformation sequences.

Eh, the nipples in Nanoha never made me roll my eyes and think "Oh, this is fanservice", they were just there. So not the greatest example for the lengths Prillya will go. (Which I expect at least two additional bath scenes)

But in the TV series they were without nipples like Barbie dolls. And the same with Prisma. You can have bathing and kiss scenes but still not a single nipple in sight. There's some japanese standard there I'm missing. Else, why haven't we seen nipples even in the anime fanservice speacials and OVAs? Even nipples that are just kind of there become noticeable when the characters are normally shown as barbie dolls. Not just talking about lolis here

I think that this is a case of "less is more", a little less exposition of skin with steam and shit like that help to get the wanted effect.

Well, Katja never showed her nipples (but Elizabeth and Fumika did, though) in the main episodes of Qwaser but did so twice in the OVAs. I believe that this was also the case with Ymir in Queen's Blade, but it's been too long since I watched QB, so I cannot be sure.

Well, it's like Power Rangers, where the transformations are probably a lot faster in real time, and this is slowed down so that the viewers can enjoy it, however they will.
