Yes he is, which gives us several options of where they'll pick him off from in accordance to his source. He's in it from a playable standpoint in the later half of the second and first part of the third. He was also in the 3rd Form in the very beginning of part one, or you could say that i was sometime after Roots when he was more notorious for being a PKK, but that was more during the cutscenes.
I'd say it'd be more likely to be in his PKK persona.

Well, all things considered, what with Kite returning, Haseo would probably be picked up from late part 2/early part 3, which would mean Ovan would be in as well. However, it would be neat to see him freaking out over seeing Kite, thinking he is Tri-Edge if they picked him up from earlier in the timeline.

I like the new chars and stuff, but like this may as well be an expansion pack with a more chars/maps and a couple tweaked mechanics.
