Fucking frills how do they work. This would've been finished weeks ago if it weren't for them.
The rightmost hand is a bit weird, and I don't know if her hair ought to be covering the upper arm quite like that. There are also some weird perspective issues with Ruby, but it's nothing too bad. The greatest distortion is around the knees, which seem to be detached from the thighs. That makes her legs look elongated, and speaking of which, the rearmost leg ought to be a bit higher up.
It's very minimally shaded, so I'm not sure if this is still a WIP or if it's the style of the composition. Given that it's an aerial scene, you shouldn't have any trouble with cast shadows, so I suggest advancing the contrast between the values, and making some parts super bright, as though she just burst into sunlight or something.
Everything aside, I think this definitely has the cleanest lineart you've produced so far. It's an interesting pose and the face looks quite good, so you're getting a lot better.

It's a paintover, not an original composition so at least some of the anatomy issues aren't completely my fault. This is the original.
As for the shading, now that I see it on a different monitor, it is pretty nonexistent. I swear it looked better on my laptop. I didn't want to push it overmuch, since I was going for a watercoloured style,(Ref) but I think I did underdo it, especially on the pink.

Are pale eyes creepy?
Must admit, I often feel the same. Eyes that are unusually light (or dark, but I think you have to look closer to notice that) can look unnatural just because we're not used to seeing them.
O walls, you have held up so much tedious graffiti that I am amazed you have not already collapsed in ruin.

Hmm, well I come from pale-eyed stock so maybe that's why. Definitely something I'll keep in mind from now on.
