Nevermind, I got it to work just fine. I think the problem last time was that I made the Paint window bigger than the image I was using, so there was always a bit of white space to the side.

asked reddit to build me a budget pc build and they managed to get me a 1070 ti with the total budget being 847.95 USD with gaming at 144hz. I switched out the 41.05 USD 650w corsair bronze + powersupply for a 650w seasonic focus plus platinum at 84.99 USD (25 off).
That brings the total to 891.33 USD (+ tax / shipping & other discount promos factored in). Adding to that, I upgraded the case by 10 USD (switched out tempered glass Phanteks for an all steel Inwin). That brings it to 901.33 USD. But, wait, there's more: local store has a bundle deal, so I can get the motherboard for 30 USD cheaper. That brings it down to 879.78 USD. If I go the open box route (so, used), I can get it for 40.96 USD base price instead of 87.99 USD which means with -30 off that's 10.96 USD for the motherboard.
for a grand total of 832.75 USD without an aftermarket cooler. I can still add a solid quality cooler for 60 USD and be at 894.69 USD.
My budget is 900 USD.
