Sorry, engaged in a bit of direct translation there. What we call an "Instrumental Language" course in Brazil (and I believe at least some Latin American countries) is basically a language course focused almost entirely on reading comprehension and grammar. I believe a more natural translation would be [Language] for Special Purposes.
