Well Nomura kind of hinted at it with the art of Skuld, Ephemera and Ventus.
Besides there are theories about all of X happening within a dream and Ven is sleeping in CO.
Though this Ven seems to be younger so I'm actually kind of confused about that as well.
He doesn't have master Eraqus's Symbol so that means he's probably 11.
So he either somehow managed to go to the past before meeting Xehanort.
Or maybe he went to this sleeping world when he was in a coma after he meet Terra and Aqua.
