I can see why a translation of this never got completed honestly, putting all of this third person narration into english Is actually incredibly tiring and full of near unavoidable repetition.
Is there a text dump of the Visual Novel available anywhere? Either in Japanese, in English, or a mix of both.

Its illegal because the only reason they're able to translate a a copyrighted work is because they aren't profiting from the translation. And while it is possible to pay them subtly, any coordination would almost definitely start here, on a public, online message board, which would make denying that the payments were for the translation a bad idea.
There's still other ways around it tho, as long as the money is paying for something else, its still legal, even if that something else is just mediocre artwork, like stick figure "caricatures". But that work around doesn't ensure that the translator actually translate, because they aren't technically required too.
tl;dr don't pay fan translators

An official source acknowledged fan translations just the other day, when the US GO stream said "if you want to know more about Enkidu, read Strange Fake." Well, I guess it could have been him accidentally revealing that an official translation is coming, but I'd wager it was more likely a nod to the fan one.
I don't know if SF's translation was paid for though.
