The forum has like three actual trolls who would ever abuse this function. Why not just make it constantly available? I understand that it's easy to just ask a mod for a quick change to a thread title but it's just silly that anyone really even has to do that.

One of the trolls that would abuse the function is already a mod anyway, so he doesn't actually need it to open, close, and rename threads at his own terrible, inscrutable whims.
