My god, Xbox One sounds even worse than I thought it would be.
It needs to be online at least once every 24 hours to validate you, or it will physically stop your offline game from working, so it does have Always Online 0.5. That's why they gave that weird double-speak about "it's not always online, but it does need online." They told interviewers that it will stop working even if the game in question has no online component whatsoever.
They also left it to the game developer's discretion whether to make their games always online - but included the option and they "really hope they'll use it." Which they probably will, but this way Microsoft doesn't claim the responsibility / bad press for their decisions.
Neither of them are "rumors" - it's from an interview by one of the game websites with Phil Harrison, the corporate VP. I'm heading out, so I can't check which one this moment, but it was an actual interview.

The once per day rule was reported by totally legit news sources quoting a Microsoft rep so I would hope that it is also legit (in the sense that I hope all news reported by news sites is credible, not that I want the Xbox One to be terrible).

I think Bungie is too involved with Destiny right now (which actually looks rather interesting) to help out, Halo is basically in the hands of rabid fans who've been promoted to content creators from what I understand. It's like if Star Wars was taken completely over by the Extended Universe book writers.
