Maybe not. The publisher is there, and they are the ones that decide and announce the dates. I don't know much about marketing, but making such an annoucement at an event that celebrates Type-Moon makes a lot of sense.
The only SF announcement in a Fate event I can barely remember was the novel series announcement one in 10th anniversary fes, which I'm not even sure iirc... Next volume info will simply be in the list when the time comes
TM has have the pattern this last couple years of releasing books either in the middle of the year (around the FGO Anniv. Fes) or in New Year Comiket 95
Of course there are exceptions since there are other editorial companies besides TM Books releasing this works, but those two events are the best to look foward for some content release
And since this year FGO Fes books have already being announced, I'll say the best next option is looking foward for C95
/strange Fake, like everything else Narita does, is published under Dengeki Bunko instead of TM Books, so we still can expect it any time.

Yeah, they tend to be announced about 2 months before publishing. If Narita sticks to his "two a year" statement, you would expect an announcement sometime in august (or somewhere in October if we get 3 vol per year for a release in December). I think that would be great and not that far-fetched.
IIRC that statement was made back when F/sF was the only thing Narita was writing. Nowadays it has to share Narita's pen time with Deadmount and whatever else he's writing, so I doubt we're getting two volumes this year.
I'm pretty sure strange fake was always sharing pentime with something. If not his older novels (cause only God knows when he'll finish them) or his bleach light novel that concluded a while ago. That said, due to the nature of the delay I do agree that statement isn't as reliable

SF now has too share with less other works than before (only DMDP, Baccano and maybe SH which has been put on hold). You're probably right the statement isn't reliable, but one can hope and two volumes a year (or at least 3 in two years) isn't that unreasonable for a LN.
Kuroha to Nijisuke is also a Narita work, and it's still ongoing

We got a tease on the artist twitter some months ago about the next volume coming out sometime in the future but then nothing again, I think Mori haven't being active on twitter either lately. So, they have worked on it but we don't have a scheduled release date
It ended in 2017.
