Perhaps anyone can develop magic circuits, and the method for activating them is what Solomon devised? European/Mediterranean mages no doubt went to those places before the history books suggest their cultures had any contact with them, so the knowledge was passed on.
Even if it's literally entirely hereditary, secret mage travel and interbreeding is more than enough over a few thousand years to grant a sizable portion of the population that ability.

Actually, Nemesis would be more appropriate.
First, because like Balthizar said, Nemesis punishes those who overreached their boundaries.
Second, because Nemesis' Roman counterpart, Invidia, which meas Envy in latin, a "looking upon" associated with the evil eye, from invidere, "to look against, to look in a hostile manner." This fits the Watcher class very nicely.
I got the impression that Watcher could be the Moirai, since it's said that they could manipulate man and god alike in some myths

Like I thought Nemesis but I had no idea that Filia would have been possessed by Ishtar, so I'm just saying Eresh to fit in with that.
Doubtful that it's Nemesis. The malignant information corroding Gil in Extella is mentioned to possibly be the original source of Nemesis and a Velber. If there's stuff on Nemesis it'd probably be in Extella.
