It's paired wank. Every time Nasu wanks Gil, Saber is indirectly wanked as well. He buffed up Gil for CM3, and all of a sudden Shirou couldn't project Excalibur anymore.
But really, it's always been "on the same level as Excalibur", going back to the actual game text. It's the world ripping effect that makes it so special.

the red tornado is on Excaliblasts level (a windattack on the same level as a beam is in a way even more amazing though); the worldripping is a different technique which works differently (rotating force fields instead of wind), the windblast doesnt have the worldripping.

some people consider what gil does in zero with the full power activation to be something like a different attack all together, like gae-bolg or something I gather.

Complete retard logic. He calls out Enuma Elish whenever he used it. Not to mention there was a mention of a dislocation of space at the end of the Fate route and everything, not to mention he used a full power version in fate and there was no mentions of new effects.
And the one I just posted was after his first use of it during the Fate route and everything and it mentions cutting in space and shit.

iirc its a difference wether he goes all out with the sindblast or with the explicit world-destroying. He probably decided that attackinf Saber wasnt worth destroying the planet in the process.

...still I'd be kind of wary to take the Fate Ea as maximum powah, I mean it's not like Gil was even in tryhard mode at the end of Fate. HA or Zero seem like a better benchmark for that.
