Unlikely, they are supposed to be his multiple personalities ala Killer 7. There are supposed to be 13 Hassans each with their own Noble Phantasm representing the pinnacle of there work in the form of a secret trump card. So no.

F/Z's Hassans are all a single Hassan. The ability to split up into multiple entities comes from his propensity to disguise himself in life, as he was capable of (apparently) taking on multiple personalities, including that of a woman.
Basically, being a servant let him push all of his alter-egos into reality. What we might have previously categorised as insanity became his strength.
