Ciel was my favorite right when I finished the game, but Akiha had grown on me after a while. It was a tie, but voted Akiha.

Damn, this one is tricky. I have clear-cut opinions of the Fate/stay night heroines (Rin for best character, Saber for most-encouraging-relationship-partner-for-Shirou, Sakura for "her route leaves me feeling happiest"), but the Tsuki ones are all so great.
I'll take Akiha by a hair (...pun not intended) over Kohaku because her endings suck and therefore she gets a sympathy point.

Maybe she's not powerful, but the general impression about her personality in her route was good. At least for my part.
Arcueid winning over Saber, and Hisui getting quite a number of votes. Go BL!
I just voted Kohaku because her evil shenanigans were actually entertaining.
All heroines are now more-or-less the same in votes, except for Sacchin. Isn't it sad?
Gotta be Akiha. Kohaku and Arc come close, though.

Arcueid > Kohaku > Akiha in Kohaku route or her sidestory epilogue > Ciel > Akiha being her normal bitchy self. I have no real opinion on Hisui and Sacchin. Even if tsuntsun Akiha is completely terrible I still can't really put her below a character I have no opinion on.

So, for me it is a choice between Ciel, Akiha, Kohaku and Sacchin.
I think I'll give this one to Akiha because her route was one of the better ones in my opinion, and that makes me give her a lot of heroine points. I can't judge on sacchin cause she has no route yet, though.
