The Orcs werent created by Sauron or anything, hence they werent sustained by his power either; much less dragons, though Sauron didnt even have any dragons in his army in the first place.

I recall that dragons were basically the "evil flying beasts", while eagles were basically the "good flying beasts". My memory may be wrong, though.
