The main reason he knows so much about martial arts is, honestly, so he can explain it to us. I think there's an eventual "reason" but the biggest thing right now is just so we're not confused.

You mean the fact that his father was apparently a major martial artist? That's something but his extensive knowledge and analytical abilities simply feel at odds with his background of growing up in a small village in an unspecified part of Europe. Really all it needs is maybe a mention edited in of being a martial arts enthusiast. Sorta like Travis Touchdown without the deviance.
Funny you say Travis Touchdown, since Leon also has the Orange Glasses and the snarkiness. I thought that Verg inspired himself in Travis to create Leon, but it wasn't the case.
Basically, Leon is just there to explain stuff to us
given a great deal of his back ground is currently unknown, and the revelation of his father being a famous hero, taken along with his uncanny ability to recognize and identify even the most obscure combat styles instantly as well as nearly immediately identify unique styles and even craft new abilities nearly on the fly, I think there is more room for speculation then just as a hand wave for explanations.
