We should imply a point system to limit most servants.
Although, certain servants will not be bound by the system and therefore be very, very powerful.
NP ranks will be decided by their ability and their power.

How about you start out with a certain amount of points to make out your servants stats.
However, the servants NP's rank can be any rank as long as it's not EX or have an ability that's a game breaker.
And the amount of times you can use it period is dependent on your mana stat.

Also, you can have at most 2 skills that are A+.
and you can have another 2 that are B or lower.

They count to the skills you can have.
Meaning I'll still have magic resistance since I'm a Lancer.
