Yeah like if we where to use A Numbering system Cell Arc Tienshinhan would be a 20 and Buu Arc Tienshinhan be a 21.5 also was it ever stated that Kuririn stopped training I say he could have done some training with 18

Haha, that's true. Tien may have kept training but we only see him on a mountain with Chaozu. Hiking and training with a pokemon doll doesn't seem like it'd be terribly effective. [/tongue-in-cheek]

Seriously though, Goku and Vegeta are probably the only ones who got notably stronger between Cell and the start of the Buu saga. Well and Trunks, but he was a baby during that time. Remember, Vegeta states that Gohan got a lot weaker, like a LOT weaker between Cell and now even.
Not just Vegeta word of god, intense year trained kid Gohan was normally in calm SS mode, and when snapped was just toying with Cell. The only reason Goku had to die for his sins (which was acting like a normal Saiyin) was because Cell had a self destruct switch. Flash to Teen Gohan who just uses SS transformation to mask his identity, spends his days doing homework and being a Kamen Rider with no Shocker Organization, and doesn't actually train. Sure he has more reach, but has no combat finesse since he's effectively just been sitting on his ass.
