It's not a matter of faithful to canon or not, and it's definirely not a matter of budget. It's that ufotable has consistently, persistently eliminated all traces of subtlety from their work (and the work they're adapting) in favor of more flash, bigger shinier explosions, more retardedly exaggerated motions, more of everything the average sixteen-year-old (I'll be merciful and not say twelve-year-old) viewer has come to associate the Fate franchise with.
Honestly, it beggars belief how they could perfectly nail Zero and yet somehow manage to walk away from it with all the wrong lessons learned.

Honestly, I guess I was being unfair to 16 year olds, at least some portion of them have developed a semblance of critical thinking and wouldn't be terribly impressed, but then if I say they're aiming at kids and the mentally equivalent thereof I'd feel unnecessarily mean.

Zero has the subtlety of a knife to the eye. I mean, of all the things you could say about Zero... it's really straightforward and blunt, and that's actually one of its stronger points IMO.
