To be precise, in Zero, Kirei is born as empty, a man with a moral compass, a man who sees every action as objective and strives to exceed in it, but then throws it away because it did not give meaning to his existence.
I don't think it can qualify him as evil, unless the Doctor interceded, which is a turning plot point for his character development. Remember that Gen wrote it specifically for Kirei and Gil. XD
On Sakura's emotional state, well, she only wanted love and affection from her family just like everyone else. Heck, up until her high school days, she still wanted her sister to at least acknowledge her as her sister. But then that is crushed by the actions of Magi who are pursuing the Root. For the sake of the study, they do those things, neglecting the emotional effect on their loved ones. Although it's different in Rin's case, Sakura misinterpreted it as such. See the original Emiyas' father - son relationship in Zero.
On Tokiomi. He really need to brush up on his paternal instincts. Intentions are good, but then the directions to where his other daughter will go to makes it a bad choice. Besides, he did not explain to his daughters on why he did this, so yeah, we know how this went down.
Also, on Nasu's comment that 1st gen magi sucked... It's all in the application of Magecraft. That's the charm point of what Magi call Specialists. They spat on that term like trash, now that term's going to kick their buns to kingdom come.
It's a bad choice for the Aozakis to choose someone who haven't achieved something extraordinary. Would you choose a successor who haven't done monumentally amazing?
