Not to beat a dead horse, but this still fucks her over no matter which way it goes.
Her natural ability is stunted because it's not Tohsaka oriented, and was sent to a family who is decaying, with man he said in the past he didn't even trust as a magus. Meaning his assertion of making a "worthy" rival for Rin was disingenuous even if he didn't mean it that way.
Further, yes, being a magus is tough, but in this situation he dealt her a bad hand and then tried to rectify it with the lesser of two evils.
I dunno, I think at the end of the day it's like trying to runback a shitty situation and try to force it to have a silver lining, like trying to runback how slavery was bad by saying at least it gained you consistent employment.
