I'm going to say something extremely controversial:
I think skipping Illya's singing in ridiculously bad german was the correct choice for the sake of the tone of the movie.

Yeah, after my initial time watching the movie, I was really disappointed, as that scene was the one I was looking forward to the most in the 2nd movie (besides the Illya mikata scene,) but looking back, I think that Die Lorelei and the subsequent scene would distract from the movie's tone.
I do hope, however, that Sudou does a flashback or finds another way to incorporate that scene into the third movie, as Shirou and Illya's relationship is relatively underdeveloped in the movies so far. I also hope they manage to establish the relationship between Shirou and Kirei (which they should have started doing in the first movie,) for the sake of the parallels drawn between the two during the last fight.
They did show it. In the silent SoL tldr montage.

If they don't end up doing that, what I'm more concerned about is the part where Shirou asks Illya if she wants to live with him in order to make up for what they couldn't do until now.

I'm hopeful in thinking they'll keep everything from Kirei teamup to Nine Lives to the effects of his brain frying. They're all cool scenes that can't be ignored and are pretty significant moments to work off of with Kirei and Illya to make sense of their actions during the climax at all.

It paves the way for Shirou's dilemma and the tragic nature of Heaven's feel and does it effectively within 5 mins into the film.
Die Lorelei has some thematic relevance to the story, but... Well, Ilya's voice actress isn't exactly a stellar singer, you know.

I might be remembering wrong/confusing it with something else but I think the audio of Illya singing was actually cut content and it was unvoiced in the VN proper (same with Sakura narrating her first murder spree)
