Kayneth is the better mage of course, but I was talking about portrayal, not saying Tomiomi was actually stronger. Tokiomi goes in prepared and, as forumghost said, wrecks Kariya. Kayneth gets outplayed by Kiritsugu on three separate occasions (hotel, mansion, geas scene) because he underestimated/didn't understand him. Since Tokiomi had the better showing he comes away with looking more impressive comparatively.
Yeah but getting rekt by Kerry is actually more impressive then stomping Kariya, who is a pathetic loser.

Yeah, I don't think there's a much of an argument to say that Kayneth didn't get shafted by the narrative insofar as expressing his capabilities. I mean, it's no different than Alba, the super-move spammer, being totally no-sold by Touko and therefore coming across as something of a chump.
Then again, there's definitely an argument for the value in establishing the Nasuverse theme of "compatibility (or lack thereof) > power" within the context of F/Z with Kayneth and Kiritsugu's interactions.
Well, still better than Alba. Then again, who doesn't. Even Enjou manages a stab on Araya.
