I didn't care frankly, I wanted any of them since I like both, so I aimed to this one.
I have to say, when I used the ticket, and I saw that it was taking longer than normal to trigger the roll, I knew I got a new Servant since it has to download all assets for the new Servant you get. Didn't expect her though, I was expecting either Emiya or Siegfried since I still don't have them for some weird reason.

Hokusai is either 1-2-3 or 2-1-3, I think.

IMO it's better to raise her second skill first as it boosts her NP gain and damage with her Arts, then the first skill for more NP charge so she can spam her NP even more, then her third skill. Frankly, even at level 1, that skill is pretty good if you can get her to hit many times with her Arts (though obviously you want it at level 10 for constant 20% defense down shenanigans), and the previous two skills allows her to do this more often with her NP.
level 6 is good enough because the scaling is pretty poor tbh
although I rarely get to setup double hits so it doesn't matter much

Think he meant the base value for drops (i.e. the white number before the gold "+X")

- NP interludes for the following Servants: [insert Servant names here]
- Strengthening Quests for the following skills: [insert skill names here]
- Revamp Blank Saint Graph system to account for SR Servants
- Add Part 1 and EoR story lock R Servants to the regular quartz and FP gachas after an account has cleared all EoR chapters
- Let Bond 10 also award quartz
- Repeatable post-Bond 10 bond point collecting for quartz
- Give Servants a second CE slot
- Reduce Bond 10 CE Cost to 5 or lower
- Lower the Rare Prism cost of gold Four cards
- Add R CE experience to FP gacha and/or Mana Prism shop
