Could be possible since the 40ap one gives a lot of EXP but that's probably needed for higher levels
He means master exp, I think

Who are the Servants confirmed to join you as you slowly progress through the storyline?
So do I. Max AP increases as Master Level increases, I wanted to reach level 55 and have 80 AP before I grind XP/QP tomorrow so that I can burn Saint Quartz more efficiently to refill my meter for 2 40AP dailies per meter refill.
Fuyuki: Caster Cu Chulain
Orleans: Jeanne, Mozart, Saint George, Siegfried, Elizabeth Bathory, Kiyohime, Marie
Rome: Nero, Boudica, Spartacus, Jing Ke

One crazy Holy Grail War was happened at Fuyuki. Cu was summoned as a Caster but Saber killed other fives then Cu and protagonist fight at anti-saber side. After won at saber battle, Cu would like to check protagonist's battle skill, so Cu and protagonist would fight.

Bathory is better... if they are both max leveled.
Prior to that happening I'd say cu chulain is better.
Edit : Though you don't have to take my word for it... I am just a little biased because he is on my team.
That and he can do 56000 damage in one turn to the 40 ap master exp boss.
