It's kinda sad that in terms of CE, there's so many of them and yet only a few of them are worth using or level up to 100.

Since multiple effects don't matter when the values are rubbish to begin with. It's kind of expected since the first multiple effect CE that isn't (some form of damage boost) + NP Charge came about. In fact, other than event special damage-boosting CEs, I'm still running mostly Zero Over, Formalcraft, Imaginary Around, Kaleidoscope or Sumo whenever I need them for my damage dealer. Mostly 2030 for my Merlin.

this is wrong though

any attack CE with beneficial offensive effect which you (player) often use is worth getting to l100 because 2000 attack is a lot considering high-tier default attack stat on a servant is 13k (12k base + 1k fou)

However, its not like HP CE is useless - team with full frontrow 2030 and 3 leo's in the backrow will have +6000 (6600 with lb leos) HP frontline - which is, for comparision, more than a third of Jeanne's HP pool (the tankiest player-obtainable servant, with fous factored in to boot)
if you were going for crit stall team to end all stall teams you'd go for that (assuming its okay for you to sacrifice bond ce effects like +15% arts up in that kind of team which you really shouldnt upon consideration but i digress)

CE is actually the one of the most balanced parts of the game (if not outright most balanced now that i think about it). I outlined both full offense and full HP options and neither is insignificant should you choose to invest.
However, CE are actually affected most by your gacha luck because you need 5 to LB one to allow it to go up to l100 and thats not even entirely fair because everyone who fused 5 2030s in 1 before getting 2 spare copies has made a mistake
and good luck getting set of 15 ces for your minmaxed frontrow.
Also while you can generally be content with single offensive CE of your choosing (because you field one primary attacker in your party), in case where you want HP ces you probably want full frontrow which is whale territory to be honest.
And HP ces by themselves are more situational because sometime you want crits (most of the time really) and on occasion NP gen or defence or regeneration so its even worse.

And ofcourse there is a fact that this game actually wants you to kill things ALWAYS which obv favors offensive CEs like 95% of the time.
Numerically, however, CE balance holds up. Its only wrecked by the gacha and flaws of general game-design. And having BHG be a top-dog is not even a balance issue because yes, ultimate offensive NP damage CE which even has a demerit to "balance" it will be the optimal choice for minmaxing in a game where pinnacle of performance is killing something in one NP. Most of the offensive CEs will do the job as long as they are pure attack and effect is the one your lineup benefits from often.

DW should really do an all-out survival raid. Fuck the jeanne-alter focused playerbase, make it full survive-to-win. Would be fun.

So for those who TL;DR... CE’s are balanced as they are, and anything more can make certain combinations more than Merlin level of Gamebreaking?
