You'll be able to get 5 in total, 4 from the shop and 1 from missions. When LB it raises Nobu chance to spawn up to 100%, so no point keeping it non LB.

And at the beginning it's recommended you grab someone else's LB CE to speed up the process of completing missions. Forget about the drops atm.
