Probably because it's not a Servant that is easy to use at the beginning. It took me a while to get used to (others) Holmes, but once I knew how to use it, it's easy to see why he's broken.

i dont want scadi to be anniv servant solely because i want it to be someone unexpected (within reason)
like we knew da vinci would be playable and got a taste for her 4 months before but it was a good release
holmes was unexpected and was a good release
putting a servant who was revealed in a story chapter 3 weeks prior would be bad release

in case of scadi and how she is supposed to be actual quick support servant - only way to salvage her being anniv servant would be to also actually revamp quick not to be inherently shit (put a fucking 125% base mod on quick already fuckers how hard can it be just go adjust your fucking card type table)
i would actually be okay with that
but somehow i doubt thats gonna happen

Are you implying Casters are an anti-Knight class? They do 100% damage, after all.

No reason to run AE to do 1.5x when I can do 2x + double Merlin and blast almost every enemies to smithereens.

Double Merlin against weak ass mook nodes is the equivalent of triple max level Berserkers on early singularities. It takes no effort and renders any argument you make about strategy null. Especially when story nodes are the best source of BP.

Anniversary Servants usually had a lot of time to build up hype beforehand, Skadi being introduced two weeks earlier won't cut it.
I honestly expect Muramasa, but that's because I can't think of any other Servants that appeared early but have a huge demand.
The other option is an unexpected "Same Servant different class" thing, like Rider Caesar, Ruler Georgios, Avenger Leonidas or whatnot. From lower to higher rarity, of course, so none of the current 5*.
