Cleo is better than Shuten, even with Shuten's buff here, and Kiara has instant NP gauge skill which means she doesn't have to hobble around with weaker CEs to NP.

Cleo has always been better since easier NP gain and ability to create stars to fuel her potential BBC combo. Even if the Atk Up misses, there's the high probability of a second NP way before Shuten unless Shuten gets lucky with ABC and double crit.

The debuffs on Shuten’s NP are really weak and don’t scale with OC so you’re stuck with 10% garbage everytime you use it. You probably won’t even be able to stack it either because her NP gen isn’t that good, the best thing you could hope for is the 1t skill seal landing which lmao won’t stop anyone from smacking you around.

Her debuff game seems pretty good

All the effects in her NP are 10% only, though you can make her spam. Though IMO they really should have increased them to 20% with the NP upgrade, not give her that Toxic effect that is pretty much a gimmick.

Back then I suppose she was considered really good because she was the first AoE Assassin that wasn't Phantom, and her skills were definitely much more useful (and Assassins back then were fucking rare). Nowadays that's no issue anymore, so she got easily powercreeped, specially after we started to get Alter Egos IMO.

I still use her from time to time though, that voice is too sexy for me to resist.
