Yeah, I thought about it again and I was too hasty to judge. Yes, it's Charisma in a better form much like the Dragon Witch buff because it has the same/similar aspect/s and we compare them.

My point is to drop your expectations. We had a pattern before with people missing skills so that could be predicted and even so we got some unexpected buffs.
Now its free for all. It could be default skill upgrade, it could be skill evolve, it could even be NP upgrade.
Only pattern i expect to see is that older characters will get buffs first. (since this i how Bond CEs are released)
