2030 is a pure HP CE, so I'd generally prefer only to equip it on support chars. Better to use something with +atk like Victor of the Moon/Joint Recital/Another Ending or even LB Lunar Hot Springs on the primary damage dealer.

Not if you have, say, Merlin. Getting two stacks of Avalon is another ten stars per turn. Four with double Merlin is twenty. I'd prefer something that provides additional damage to another few stars at that point, especially if you're using a Servant with high natural star attraction or a skill for it.
Not sure about you guys, but since Gil still needs 2 Enuma Elish to finish off 3 million Iba, I'm still using him despite being lancer day.
Mordred + Merlin with 2030 + Merlin with Tamamo CE, switch in Mozart with Carp to make sure every attack crits. NP brave chain generally does 2.2-2.8m~ depending on cards.
I'm still promoting the use of Chacha.

Mozart really doesn't need any CE to make sure every attack crits.
I haven't leveled his third skill and don't really want to right now. Since I'm using the carp CE anyway there's no incentive to do it either.
LB Lunar Hot Springs is 4 stars per turn, 25% more crit damage, and pure attack. I really doubt that 4 more stars per turns is really going to outweight the serious damage penalty of running a third 2030, especially if you're using a double-Caster party that naturally funnels the stars onto pretty much any non-Zerker/Avenger (or those too if they have a star absorb skill).
My Anne&Mary can pretty much deal over 2 million HP with NP, reaching to 2.8 million
