He can also rack up the damage pretty easily at the end if he's the only one left by doing continuous BBC especially with his buffs up.

Just to confirm, Gulaganna hates Mashu's taunt and removes her buffs each time you cast it? I'm p sure thats the case but it took me some time to figure out.

Does Gugalanna's buff removal apply to all targets, or only one? Trying to think of a party to bring that doesn't just involve 2x Merlin + Kintoki/Herk/other Buster unit or Saber Archer, Tamamo, support Waver.

Pretty much, so far as I can tell. I realized it halfway through but I kept having to do it anyway because she generally needed to get her NP out quickly.
It's single target except when you break the first gauge, after which he does a full party clear. Second gauge break is just a permanent attack buff.

Mm yeah i did bring one merlin as well, which allowed KH to one turn the first break gauge, but died immediately after. I can't see a comp that needs a caster to stay actually working.

I just went with full on Assassins for the challenge quest. Well, all Assassins and Vlad, to deal with Ishtar. Vlad with Arjuna CE took care of her, and the Assassin team (Serenity, Shuten, Carmilla, Shiki and Support Jack, in that order, all with NP charge CEs) all fought to weaken the bull as much as I could. Managed to hold up until about a fourth of the way through the last HP bar before wiping, finished it with CS revival. No shame in that, it's the only thing I use the seals for anyways.
Since Googy bullies Mashu, that would work fine.
The problem with double Merlin would probably be that he'd eat your stars every turn to give himself a crit buff, though I don't remember if it's crit damage up or crit chance up. I was thinking your third party member would need to be someone that could keep a crit chance down on him consistently, presumably coming from an NP. With 4-6k~ party heals per turn and no crits it seems doable, especially with consistently blocking his NPs. Illusion also does crit down, which would give a bit of leeway with your third party member if you took that route.
But it doesn't sound fun at all.
I had Karna/Stheno/Carmilla for a front row to deal with Ishtar but I got the worst timing with cards and her invul skill so they all managed to die, leaving my back row to come in and finish her before starting the boss. It also didn't help that I brought the wrong mystic code.
