I think both Shikis need the upgrade more than Nob and Okita if you are talking about limited and event servants.

Assassin Shiki is still good, its just that its now mostly King Hassan and sometimes Jack if you need to deal with riders. Also Cleo is a thing for lucky ones who got her.
For Saber Shiki i'd rather dodge/invul over NP upgrade honestly. It would give her neccesary versatility.

And with that, shop cleared of the things I actually care about. Next few days will be spent farming exp I guess since I got the last seeds I needed for Dantes while clearing fluid from the part one shop. I suppose I'll put him in the extra slot after the event ends since no one uses Melt.

Looks like 20% NP/star gen from Illya's NP. About what I expected, they aren't too useful. Base buster buff is the same, but overcharge is better. Definitely make her a NP chain servant (which is how I use her anyway).
