Saber's buffs: 58% atk, 150% Buster, 200% crit.
Okita's buffs: 40% atk (70% after NP), 100% Buster, 52% Quick, 240% crit.
Excalibur damage (using 0.9 swing for random modifier, +1000 atk from Fous): 12221*4*1.5*2.5*0.9*0.23*1.58 = 59955
Sandanzuki (0.9 swing for random modifier, +1000 atk from Fous): 13068*12*0.8*1.52*0.9*0.23*1.4 = 55261.5
Saber:
Second Buster hit: 12221*(0.5+1.8*2.5)*0.9*0.23*1.58*2*2 + 12221*0.2 = 82384.2
Third Buster hit: 12221*(0.5+2.1*2.5)*0.9*0.23*1.58*2*2 + 12221*0.2 = 94375.2
Extra: 12221*0.5*0.9*0.23*1.58*3.5 = 6994.8
Total: 243709.2
Okita:
BNPB chain
First Buster hit: 13068*(0.5+1.5*2)*0.9*0.23*1.4*2*2.4 = 63623.4
Third Buster hit: 13068*(0.5+2.1*2)*0.9*0.23*1.7*2*2.4 = 103745.1
Extra: 13068*0.5*0.9*0.23*1.7*2 = 4598.6
Total: 227228.5
NPBB chain
Second Buster hit: 13068*1.8*2*0.9*0.23*1.7*2*2.4 = 79464.3
Third Buster hit: 13068*2.1*2*0.9*0.23*1.7*2*2.4 = 92708.4
Extra: 13068*0.9*0.23*1.7*2 = 9197.2
Total: 236631.4
Saber does outdamage Okita under the best conditions possible, but only by 7k which is not a lot, really. All things considered, I'd rather use Okita in double Merlin comp. Yes, Extra hit is weaker if you start with Buster, that's what the formula says.
