If you're talking about the heal card, then yes it is. Anything that actually applies and does a positive effect is always something. The real question is whether that healing actually saves your Servant from a potential death situation. And how many triggers is required to save him/her.
Any star gen that you get which don't have to rely on skill is useful. However, I definitely wouldn't try to toss them onto Quick cards. By default, they have more star gen through their innate card boost. Thus, the only cards which are more desirable for it are the Arts (highly unlikely) and Buster (most likely) with high hit counts. Yes, 50% Star Gen is better than 20%. But 20% is better than 0% as it always provides a boost in the probability of getting one which means reducing the chance at which each hit gives less stars. That said, I still wouldn't really slap one on an Arts card unless said Arts card has at least 6 hits (but said Servant would be shit at NP gen at that point since DW balancing concept so why bother using star gen on it).
EDIT: It's not that I'm saying that you shouldn't put it on Quick. If you feel it's good to have that boost, why not just put it on. But personally, I feel that you're already getting pretty decent gains from it so the 20% makes very little difference.
