Taking into account the ridiculous amount of Casters in this game, and then the fact that there's Mooncancers, Rulers and Alteregos that need them, it's perfectly normal that the blue Caster gems are low. Mine are at 40 since I always level up all Servants skills to 3 at least.

Since I saw someone mentioning something wrong about point drop stuff elsewhere:
Setting aside Ka'awa's statistically insignificant sample size, there's no meaningful difference in point and currency drops between all of the Part 1 locations, so farm based on what's easiest to complete and what mats you want.
I'll reiterate that Ka'awa, Kukaniloko, and Hilo are the best Part 1 spots overall because they have good mat drop selection + each can drop gold gems. Diamond Head can also drop gold gems, but it conflicts with event drops such that there's not much reason to do it unless you do 2 other spots to take care of Hat/Ink points and gold/silver currency.
