The only servants I'd burn on sight are Diarmuid, Nero, and Columbus.
I've had to burn plenty to catch up with Mystic Codes and CEs though, thankfully I only need 1 more for the eventual Lunchtime comeback.
The only servant I regret burning is the NP2 Carmilla I burnt by accident after New Years while burning all the spooks in a rage. (That's where I learnt to lock all my Servants).

So it's strongly recommended to play them in release order anyway.

Just looking at wikipedia, there are a few versions of her story and two of them involve heads:
1. The fair and beautiful Tomoe accompanied Yoshinaka till their numbers were down to 5 or 7. Yoshinaka urges her to flee and save herself, because he is planning to fight to his last, and he would not be like to be known as bringing a woman to the end. Tomoe resists for a while, but since Yoshinaka wouldn't budge, when an enemy general famed for strength showed up, she galloped up to him and cut his head off as her last service. Then, she took off her armor and fled to the east.
2. When Yoshinaka and co were down to their last 7 allies, Tomoe grabbed two enemies that came from both sides under her arm and pulled their heads off. When Yoshinaka reached the next battle mentioned, Tomoe was not with him anymore.
She's good at taking heads off.
