Surtr fight was p thin for all the hype. The hardest thing was to survive first 3 turns. I did bring rather cheesy team tho

Buffs are only affected by Buff Denial and Buff Removal, two very distinct effects that rarely occur. Debuffs, on the other hand, are affected by Passive Debuff Resistance (MR, Goddess Core, etc), Debuff Resistance buffs, Debuff Denial and Cleanse. And to make matters worse, only one of the two anti-buff effects actually has an impact that completely prevents the buff from actually benefiting on that turn as the other is only reserved for skills or NP effects whereas all but one of the said anti-debuff effects affects the debuff in it's own way and are more prevalent across the Servant list. And while I know that debuffing enemies is a key element in RPGs, it's not like we have a cap limit on buff effects that we need debuffs to actually raise our DPS. In fact, it could also be said that, since Atk Up and Def Down are interchangeable, it's always better to benefit from Atk Up buffs than Def Down debuffs unless the Def Down debuff is always guaranteed to land.
That said, it's not like I think it's completely useless. It's still usable and you can still do some work with it, given her IC level. And it's an AoE debuff. I just wish it were more of a buff than an applied enemy debuff so there's less variance in whether it'll work.

An enemy with a defense debuff means that all allies will be able to do extra damage to that enemy. Same for things like attack down, your entire party takes less damage. Strong buffs that reach 50% or even more tend to be self or ST buffs, AoE buffs don't tend to pass the 20-30% values. This also applies to debuffs, so that gives them an advantage, since against one enemy (and bosses tend to go solo or have weaker companions that are not much of a threat) you can massively cripple the bosses and increase both your party damage and survivability, something that is not easy to do with buffs because they may require you to have more than one Servant to pull it off, something that you may not have.
Also, if you only rely on buffs, you're basically screwed against any boss whose response to breaking the bar is to remove your buffs (hello there Amakusa), deny your buffs (nice of you Surtr) or use Sure Hit/Invincibility Break (this last one being very common in skills and NPs), during that time it's going to hit you hard. Same can happen if you rely only on debuffs as the enemy can remove them, and they can miss. That's why you're meant to use both in this game. It is not interchangeable, both have their uses.
I honestly am surprised that at this point of the game you still consider debuffs to be useless compared to buffs. As a Ryuutan user, his attack debuffs are so ridiculously good that he's a key member in my party. In a lot of situations he has saved my ass, heck I have tanked Amakusa's NP by putting a massive attack debuff on him. Is there any chance that his attack debuffs miss? Sure, it has happened, and it's tough luck, but that's again part of what makes a game fun, dealing with those situations.

I've always held buffs in higher regards because of my nature to prefer consistency. Waver, ignoring the stun as it's not really a key component that I use him and his NP for, and Merlin are all about consistency (and Tamamo if you maxed her 1st skill out) whereas there's quite a bit of variance in Skadi's supposed-to-eventually-be skill. Is that completely bad? No, not really. But at the same time, it's not that great either when you could just get a more consistent damage output by playing with the other three buffers instead. Doesn't mean debuffs are an immediate 'won't touch' for me. I can also see how Yagyu can really become a powerhouse but I sure as hell wouldn't put my team's life in his hands over someone like Merlin or Waver. Sure, I'll do less damage per turn on average but the guaranteed protection (outside buff denial) is king in my books.
PS: Also why I absolutely abhor Brave Liz's third skill. Too random, no consistency. At least the partial consistency on Enkidu's skill makes me tolerate the side buffs where if it lands on the cards I have then it's great but otherwise it still does it's primary job of boosting his NP.

Surtr fight was actually a clutch victory with Jeanne, mainly because I messed up by front lining Euryale and Gilgamesh without giving them Volumen. Anti-divine buff dropped them before they could get off any NPs.
Got to use Tomoe's NP on Surtr which was fun. You basically only see his chest.
