No, it's understanding that companies like to do things for milestones as it's good PR. That's why there are things like Anniversary celebrations, X-million download campaigns, X00 days campaigns, quartz for every 50 days of login, etc.

I tried to roll for Inferno and got Paraiso. I try to roll for Mama/Shuten and I get Enkidu. I'm not even sure if my luck is good or bad. If I was gonna get spooked by a non rate-up 5*, I would have preferred Waver. Then I could have had a team of Jeanne Alter, Merlin and Waver.
