As for skills, it looks like she has 4 before breaking: Quick Up + Quick Crit Damage Up, Enemy team-wide Stun, Enemy team-wide Defense Down and Crit Star Gen Down, and an instant NP gauge skill (probably self), so hard to say which of these skills will be the playable ones. Obviously we want that Quick Up skill, but the rest are fairly meh. I'd prefer the Defense Down and instant NP gauge skills over that Stun because the stun is going to have at least a 10 turn base cooldown.

If you look at the video, you'll see that the Quick + Crit Up for Quick, Defense Down and Crit Chance Down, and the NP charge are the only three skills that aren't used when breaking the bar. The NP charge has B+ rank and the Def + Crit Chance Down has B rank, which points out that those skills are probably going to be the ones she will have. The quick and crit damage up for quicks is spammed so much that it's probably the last skill she will have.

Found some posts that seem to support that Taiwan was in the same boat. Too lazy to check for Korea situation, but did that server launch before or after Taiwan? If before, then I don't see why they'd get weird apk treatment.

I was going to try more rolls for NP levels of Valk, but now I want to see what's actually in the next banner (assuming there even is one, they may just hold Caster Scathach ransom). If Ainu Illya isn't released, I wonder if Scathach will just be in her own banner if she has one...
