This is completely insane. Masquerain is a small insect that can learn a strong move like Hydro Pump. Even by learning Scald it seems stupid.
And so Scyther continues to be deprived to learn Fly, and Garchomp to learn Dragon Dance. The Pokemon world is really hard to explain.
Dragon Dance Garchomp would be an utter terror.
And if Jolteon can use Iron Tail, then Masquerain can use Hydro Pump.

There are thousands of examples. Wooper doesn't have arms and can use Ice Punch.
The pokemon X being able to use the move Y, doesn't mean it can't be stupid.
What if a pokemon has Effect Spore as an ability and that ends up casuing the sleep? Would that DQ them, or would it be chalked up to bad luck?

Well, abilities that induce the foe or moves that induce yourself to sleep don't count, though. I'd call bad luck also.
I was disappointed that Talonflame couldn't learn whirlwind. It would have been a bit unfair though when combined with Gale Wings.

Whirlwind Talonflame would be -4 or -5 instead of -5 or -6, though.

Gale Wings only boosts the priority of moves by one level.
So for moves like Whirlwind, which have a naturally low priority, it wouldn't make much of a difference.
According to bulbapedia whirlwind is only -1 so it would be normal priority.
no wait, ignore this I misread it totally. It was a complete failure on my part, it is indeed -6.

It was priority -1 in Gen 2.
Given what happened last tournament...oh, what the hell, I'll give this one a try too (though hopefully, it won't clash with exams coming soon)
