I think Fate does a pretty good job of setting up Herc as the strongest Servant (ignoring Gil) and biggest threat. But yeah, he's not very interesting until the later routes.
I don't think Herc ever really gets "interesting", he is basically just an extension of Illya even when you see parts of his character.

He even hesitated to kill shirou in HF because of Illya's presence iirc...

I meant that we know almost nothing about him until later. Calling him an extension of Illya sells him short. It's true that he has no real agency in the plot, but he's fucking Heracles! That alone should make him interesting but he's just a scary enemy monster in most of Fate.
Later we find out how much of a badass the Type-Moon version of Heracles actually is, or would be if he wasn't in a gimped Servant shell.
It kind of says something when he gets more characterization in the spin-off fighting game that doesn't even have a story mode than he does across the entire visual novel.
(Unless you're counting Tiger Colosseum, then that's where he gets the most characterization.)

Caster arc does two important things, one creating a situation where the hero mindset is put to use and two sticking Saber in a new dress to prepare the TM initiate for further products.
