The routes are too dependent on each other for this. You need all three of them to understand F/SN.

While IMO HF has more interesting moments, in overall UBW is my favorite because it has less completely boring moments.

UBW.
I honestly really think HF had some great moments and i thought where the story was going was interesting, but it also had the most scene that made me lost intetest on what's going on. That and i never thought sakura was a very compelling heroine with the way she was written.

It's always hard for me to gauge the different routes because it's so difficult for me to view them on their own.
They support each other to form one whole.
Based purely on the best moments Heaven's Feel is probably my pick though.
Of course, it makes sense that the climax of the story has the greatest sense of release, so you can't solely give credit to simply Heaven's Feel for having those moments.
For example the Archer segment of Nine Bullet Revolver wouldn't be half as good without having read Unlimited Blade Works first.
It's makes the whole question a bit tricky, for me at least.
Of course its stuff like this which makes me like Fate so much in the first place.
The secret Taiga route that requires you to beat all the other routes, get all bad ends and dojos, and hop on one foot and chant "oogly boogly" thirty times before it finally magically appears the next time you play. Note that you have to be wearing two eye-patches and have at least ten belts on whatever you're wearing as you're doing the "oogly boogly" chant. Otherwise, it won't work.
HF is my fav for various endings, NBR, Kotomine punching Shirou a lot, stalling TA and owning Zouken. Also the fact that the Grail War went to shit quickly.

Besides the super secret Taiga route that only the cool kids get to have, I kinda sorta like Fate for some reason.
Besides HF because reasons. Stuff like Sparks Liner High, and the awesome deaths in it. Cool deaths are the best deaths.
ubw felt like the least eventful route

Battle doesn't need a purpose; the battle is its own purpose. You don't ask why a plague spreads or a field burns. Don't ask why I fight.
HF.
I'm not sure why UBW is so well liked. It has the worst climax of the three, and most of the route was bad (pretty much everything involving Caster/Kuzuki was just terrible). The only good part about it is the Shirou vs Archer conflict.
HF > UBW >>> Fate
UBW, mostly for the same reasons that June said. I also find Shirou's resolution in UBW more compelling than HF's. HF imo did have the overall best ending though.
