It was if you had an account besides your main one its a bannable offense. For instance, an old banned user made a sock puppet called Bittersweet two or three months before he was banned and was able to keep posting for several months after being banned because no one knew the sock puppet was his.
The problem in this case was that Leo (and Paitouch) was not a banned user evading a ban and was sockpuppeting as a joke (because people were making fun of him and how most of his posts were bad 'shitposts') and would have been permanently banned disregarding the normal banning procedure.
