If you're playing someone who is asylum tier insane they should generally be in an asylum.

This is, yes. And I'd probably say no; your character has to be hired within the context of the story, and asylum-tier insanity is a pretty big reason not to employ someone.
Pretty much this. From my experience, stuff like spell lists tends to limit players too much (even when it's not D&D-stylel "pick and prepare one spell to use once"). Basically: pick a magical area or affinity, and tune your abilities to the approximate power level needed (i.e. around the Nasuverse). I'll hopefully throw up an example later today when my brain's woken up more.
