I forgot TATARI's original name, tbh. I think maybe I was confusing Zepia and Zepar.
He's also still considered to be the director of Atlas, despite being a dead apostle.

but then again, MA still allows Zelretch. I'm assuming Zepia has not turned into TATARI at this point because that seems too much for Atlas
Probably he had no reason to become TATARI in Fate's world. The Sixth doesn't mix well with the Human Order.
Well there's also the thing about there being some critical divergence 1700 years ago that branched the current world line away from possibilities where Zepia and Gransurg (may he rip) would have been ancestors.
