I think it has to if we're pretending fictional characters are real and face real world challenges. At the end of the day, when nakadashi occurs the cum inside is fully visible so it's sexualization no matter how you slice it.

Yeah, Tooru isn't transparent, just invisible, probably because her Quirk is actually a light-bending Quirk of some kind.
I can think of a few possible reasons:
1) An oil spill is a much worse problem than littering, but we don't wait until all oil spills have been cleaned before picking up litter and throwing it in the trash.
2) Nudity can be played for comedy instead of titillation. The first example that comes to mind is, unfortunately, the terrible League of Extraordinary Gentlemen movie, which had a naked Invisible Man played entirely for comedy (the comics version was played for horror). I'd argue Toru specifically is played for comedy.
3) Apparently, the fans' complaints are over how the anime sexualised a character which actually wasn't that sexualised in the first place (or maybe wasn't sexualised at all? I can't seem to remember anything in the manga which made me raise any eyebrows).
Trying to think of examples of invisible nudity being played for comedy and the first place your mind goes is League of Extraordinary Gentlemen and not Mystery Men smh

The far edges of BNHA fandom have gotten increasingly more vocal ever since the Endeavor/High End arc. It's getting ridiculous at this point though; I can't even tell at what point these people are serious and at what point they're trolling. I can't imagine why people would legitimately want to cause this much drama.
