Kariya would be a much more worth candidate for Sentai Silver.
If we compare him to Space Ranger Silver, the only thing they have in common is nothing, because Kariya is dreadful.
Gilgamesh just doesn't fit the picture though.

Gilgamesh is already an ally of justice so making him a Ranger is redundant.
