On one hand the scene is very suggestive in that direction, with the pose and the dress and everything.

On the other hand do you honestly think that if Nasu had the slightest chance to write a rape scene he would ever consider opting out?

that and in the scene she very specifically considers making Saber into a pleasure slave. so there is that. but feeling up saber is not equal to doubling up on large breasted violet topped tragic heroines.

....I wonder if any of this would change if more people read the vanilla Realta Nua FSN rather than the original FSN with the RN patch.

I actually tend to prefer the former in general because I dislike the idea of rape used solely to create drama and impact.
