It's the one possible flaw in the vision, but I think there's an answer for it: this is Waver's normiecore upbringing shining through. The village lad within him absorbed the message from wider society that adults having sex with young teens = not good, and especially not when they're their guardians/teachers. Waver's failure to break free of these mental shackles is just another mark of his outsider status. Whether or not he's touching her, he still feels the need to get ahead of the allegations, even though none are ever coming his way. Waver's doing this purely for Waver's conscience. He doesn't feel bad enough to not be suss with a 15 year old in the first place, but he does still feel the need to account for himself and his actions in the eyes of wider society.

It's his face that sells it
One of Waver's defining characteristics is that he has a conscience and a normcore sense of right and wrong, in opposition to all those dastardly Traditional Magi. Even when no one around him cares, he explicitly cares. If I had to nominate a candidate for "most likely to write a really long story featuring "why my relationships with young girls are totally innocent"", it would actually be him.
